As soon as they do a JORC they are in play. They are just building that number with drilling.
The company has basically admitted it is for sale hence the appointment of Jeffries.
Mining is a game of patience and it would appear they have never planned to develop the mine hence the continual drilling program to build the JORC before opening it up for 'sale'.
