It might be a favour, but not knowing is far worse IMO. I have just assumed that it is late and they are not illegally withholding information.
Simple rules for life, under promise and over deliver as GMoney79 says, and if for some reason that is unlikely to happen, get in front of it early and talk with the parties involved. Whatever they say about being late now will be taken with multiple grains of salt, it should have been done before the deadline.
