Just to clarify, there is not 40 to 50 Tonnes of potential Bisalloy armour steel per vehicle. Armour grade is not the complete vehicle, it is only in critical fire and blast areas of the unit, one tenth of that amount would be conservative per vehicle. Bao Steel in its own right is one of Chinas largest Q+T producers, If Bao steel decide to consolidate their Q+T production somewhere else besides the Shandong plant, then there will not be much BIS will be able to do about that.
