if you wait until they release an announcement that everything is on track you won’t get shares for 39cents. The bulls are basing their opinions based on probabilities due to the specific nature of the current problems and the likelihood they can be corrected in the short term. The argument is that the recent share price decline is exaggerated due to overall risk off sentiment in the market. Hopefully this is not too complicated for you to understand.
