    I would rather they just secured the finance and finalised the planning for module 1, and then moved ahead with it, rather than thinking about mod 2 etc. The staged development plan was perfectly reasonable as a low risk strategy. I just hope they don't start giving away big chunks or equity in mod 2 and 3 leaving the shareholders even more diluted.
