Short selling makes sense if you think they won't get the bond over the line, or superficially looked at a 1:1 option and figured it would put a lot of pressure on the heads when the shares are released.
The golden ticket is having a conditional raise on a large milestone, all reward and no risk. Maybe scared no one would take it up, but 1:1 options should have been enough enticement.
