for "unfortunate" read "incompetent". They could have easily got a CR away at 10-11c if they had done it in a timely manner, i.e. with some regard for the state of their finances. If they had done so the quarterly wouldn't have had such a massive negative effect on the SP when people realised that they had almost no cash remaining.

Their behaviour is either rank incompetence (how much are we paying these clowns?), or a cunning scheme to line the pockets of their mates at the expense of regular shareholders (as someone else has suggested in another post). Take your pick.
