    No it doesn't need enrichment but reactors could use plutonium of which there is now plenty in military storage (and an embarrassment). Fast reactors also breeds more plutonium and/or (with Thorium) U233 all of which is very fissile. The other factor is separating U233 or Plutonium 239 requires separation (not enrichment) all of which is sensitive to proliferation. IMO we may see it again in the late 2030 - the natrium reactor *in the USA) is (IMO) likely to be the "breeder" but I guess Russia and China will have their own versions.
