Yes - the second Authority to Operate has been prominently highlighted under their bottom up approach (which is working concurrently with their top down approach).
This means they are actively working behind the scenes to get at least one more VA medical centre over the line - there are 170 others to target so the odds seem good. Once this 2nd ATO is attained, we should have the National ATO sorted.
As AF said before, the ATO is one of the largest source of friction to overcome to get technology for roll-outs to progressing at VA sites. This could be what's happening currently - but once overcome, all positives from here.
