I think it's the usual weak holders & bed-wetters that are currently getting flushed out. A bit of rough & tumble governance, African style, and its suddenly 'the sky is falling'. Perfect for those cashed up who want to do some accumulation.
Meanwhile, PDI has (unusually) been in overdrive lately with their communications. It's not as if they are shying away from a market that is anticipating timely updates regarding major benchmarks in their implementation timeline.
