I know it looks that way but I can't see any reason why they need to CR again yet. The current burn rate puts any need of CR out to next year.
I think they are probably just feeling the pressure to turn the SP around, given the animosity with some of their larger holders from last year (Jack Gance for instance).
This way of going about it will backfire for sure though. Propping up SP with frequent superficial announcements is a nice little sugar hit that doesn't last.
