They wont tell you what's going on, same with thing happened with the Chinese mob, binding MOU for financing , next we knew they weren't around anymore , and POSCO were going to arrange the funding , so much for a binding MOU
Cant see this holding up in the 90's , you would have to be crazy to tie your money up hoping they will get funded by 2017
