Agree with the flow of thoughts around this important point.
I think it once again emphasises the value of the 'heft' that Chevron will bring to the table in taking this forward. They won't be putting up big bucks to gamble on the Chinese coming good on the contract. Their weight and commitment will (should) flush out any prevarication with Chinese.
