Pg 12 says that Lucky Lake has "30 ft bay ceilings allow for vertical cultivation system".
I am assuming from "vertical cultivation" they are referring to a type of product similar to the RGI - Roto-Gro stacking, self contained growing canopies. Eg. http://www.rotogro.com/rgwp/
From this, you would then expect a large initial cost outlay where PanCann (now Cannabis Wheaton) may, or may not, be assisting in funding. Ref below -
