To not answer even the "easy" questions was very weird. Can/will you submit to another HREC should be a question that any CEO of a biotech could answer: Section 5.3 of the National Statement on Ethical Conduct in Human Research states that "[an] institution has a responsibility to eliminate any unnecessary duplication of review". As well as it clearly failing the "pub test" to shop around for another HREC if you have had a rejection already.
