This has been discussed a lot back before the CE mark was granted.
Yes, there are limitations, but the comparison used was based on a reasonably good metanalysis of previous studies. It's not just choosing the result they want. It's an average of averages. So the oncosil comparison is against an average of averages i.e not the best outcome and not the worst. It's an acceptable method, but sure, not as good as an RCT.
