nope, graphene is simply a single layer of carbon atoms, and multilayer is graphite. With paper the whole thing is natural and recyclable.
With paint and concrete, you use less paint and concrete. So it reduces the volumes used. Graphene is just carbon in a single layer, being the most abundant element.
Plastic is of course man made and extremely difficult to recycle.
I'm sure it does not solve the problem but probably does not make it worse either.
