It still wouldn't matter re efficacy, as (IMO) short sellers will continue to hold onto their positions or relentlessly keep shorting it down
UNLESS shorters get a sniff there is BUY demand ie Broker houses/institutional buyers taking serious long positions
This will only happen (IMO) when market is convinced serious $ are imminent as a result of BP deals etc.
