I think it's more that it's Sherrits rig and they needed to drill on their project to meet their requirements to run their power operations. They probably need to drill 2-3 wells a year to maintain output and hence why they will need to move their rig back and forward.
Also note that in the presentation yesterday it was stated that at one point Cuba had seven rigs operating in country, management are eventually looking at these types of numbers if reserves increase substantially.
