STX are the operator and are responsible for meeting the timelines and they didn't. Doesn't mean I don't understand, but it's their job to project manage this thing. The reason it isn't pumping right now doesn't matter. Whatever problem(s) came up is within their purvue to resolve. I'm not whinging that it isn't done yet, I'm just saying they ARE responsible for it.
