One correction to note here @MrOctane, there's a difference between 'company options' (which relates to OSL) and 'exchange traded options' (which don't relate to OSL and are listed generally for many companies around the world - e.g.: AAPL, GOOGL, BHP, RIO, etc.).
With respect to 'company options', there is a set number of these that have been determined by the company. They don't get written by individuals or market participants (unlike 'exchange traded options', which institutions or you and I can 'write' at any time). Only those holders who own 'company options' (e.g.: OSLO, OSLOB and OSLOC) can sell them - you can't write 'company options' that you don't own. Anyone can buy them, however, as long as you have a minimum holding of $500 worth, in accordance with ASX rules, just like any other equity on the ASX.
