well, i feel your pain !
like in Australia, for example from my personal permit applications. authorities told us application assessment may take 6 to 9 months. 10 months later we contacted them and was told they are under over workload and covid19 etc, processing will be delayed for approximately another 13 weeks. 15 weeks later, we received email from them saying "we have started reviewing your application and we apologies for the delay however due to blah blah blah we will try to finalise your application in due course"

what i was trying to say is AZL could have been provided with certain timeframe , but it is out of their control !
