Nope you deal with what anyone is prepared to pay for it or if Cuba itself can afford to pay you for it, would be at a cheaper price than it could import it for.
Considering Russia supposedly has an oil price cap it will be somewhere around that mark off the remaining countries willing to buy off Cuba and what Cuba could source overseas.
