Your interpretation is incorrect IMO......they are talking about future sales post this first batch.......first 7000 chips currently in production are sold to "smaller engineering companies" who will use them to further validate and incorporate into their client's products.

This is part of PVDM's "saturate the market" strategy.

Some have questioned why they are going to smaller engineering companies.......reason (as per WBT commercialisation strategy) is that its the smaller hungrier players looking to make a difference and grow quickly who drive innovation. Many larger companies suffer with inertia and rely on their multi billion dollar research teams to supply innovation organically........Intel is a great example of how that can lead to problems.
