I get the impression that Zim is playing silly buggers with the PPSA (and trying to exchange its release for something, maybe a JV with Mnangagwa's current favourite co)

If this is the case, maybe Scott will capitulate, or maybe Zim will blink given the amount of money (and years of economic setback) they have on the line. I hope its the latter, but even the former would result in unlocking the next stages of the project. So really, just a matter of time one way or another.

You're right though, the PPSA is the elephant in the room and nothing will really move without it (IVZ will need to drag its feet until it's in place, partially due to funding, partially due to the politics involved)
