I think that's one way to spin it positively, especially when it's not getting done.

But I think it's a bit naive to assume that a big player is going to invest big money without knowing what the terms are actually going to end up being with the government.

It is in Zimbabwe's interest to get it signed, so potential funding sources know what they are getting into, with minimum risk of an after the fact rug pull.

But I think this is never going ahead without a deal being done. It just needs to be a fair one, and sooner rather than later.
