The Zimbabwean institutional investors will invest before the finalised PPSA is announced. Then, soon after they have bought in, the already-negotiated PPSA will be signed and announced triggering a surge in the share price.
I'm not alleging anything improper by the company but realistically, the Zimbabwean Institutional Investors will know exactly the status of the PPSA at the time they invest.
