In the 1970s, Uganda was under the rule of President Idi Amin, who sought to implement a socialist system based on communist principles. As part of this system, Amin nationalised many industries, including the dairy industry.

In Uganda, this meant that the government took over the operations of many dairy farms and processing plants, and all profits were funnelled back into the state.

This led to a decrease in productivity and quality, as well as a lack of innovation and investment in the industry.

Additionally, the government's focus on equal distribution of resources meant that some farmers and businesses were unfairly prioritized over others. This led to resentment and division within the industry, as well as a lack of motivation to improve operations or innovate. The government's mismanagement and focus on equal distribution of resources led to a decrease in productivity and quality, as well as a lack of innovation and investment.

I've heard one similar on the early Soviet Union where the Government caused food shortages through inept crop planning management after Nationalisation. In short the farmers knew what they were doing.
