How I see the PPSA 'soon' comment is like this.

• Scott's alluded to in the past for the government's interest in optics when it comes to the signing.
• The president of Zim has been travelling in Europe
• They have new exposure with key stakeholders in the gov for final sign-off
• The recent increase in the volume of articles and content around the future of Zim. Self-sustaining with its resources along with ensuring food reserves

IMO this equates to Zim prepping press around the sign-off and possibly having the president onsite for photos or at least signing the document. It wouldn't surprise me if they have had a verbal yes or first signatures. And know roughly with his schedule when he will be available to sign.
