The zim market and country itself is nowhere near developed like a first world electricity market as it doesn't have and industrial base or consumers that can afford much. So there is no such peaking, variable etc.
I'd say in such a market a company comes up with some sort of fixed rate that the market in general can afford to pay and then decides whether to build a power plant or not
