Isn't there a possibility that Uganda might demand that any new processing facility be built in Uganda?
they get new expertise developed in Uganda, extra taxes, employment, etc. Also credibility, and a strategic asset and product to help them in other trading situations. eg developing strategic alliances, trade pacts etc??
just speculating.
