I interpret that paragraph to mean they will want to obtain funding locally where they have already received good support from Ford and the UK Govt.
It makes sense to be seeking meaningful discussions regarding finance for a fully scaled up factory right now.
When IXR have sucessfully fully tested the RE salvage processes in the new scaled up facilty, IXR can then quickly finalise the design for the new RE Recovery factory.
With funding pre approved in principal, that would shorten the time required to get the rare earth recycling facilty into production.
