I believe you have misunderstood the process of license granting.. IXR had to acquire 100% acceptance by the residents in the land that will be affected by compulsory relocations. The company achieved 95% acceptance or thereabouts and reported that 100% of the people who could demonstrate that they had a legal title to their land had signed the agreement of consent.

It would seem that the remaining 5% of landholders could not demonstrate that they had ever had a legally enforceable title to the land they occupied. We have been lead to believe that the Ugandan Government will in due course grant the mining license. If I am correct and that it is a done deal so to speak, so it should just be a matter of a few more weeks before the ML is granted. Governments move slowly when processing legal agreements so I hope that we just need to be patient.

If anyone has better information please post their interpretation on what I have discussed.
