Agree with you there on cost of consultants as I've seen so many re-brands on different things over the years and the time and cost involved in thinking up some new ridiculous name is out of proportion to everything else. Apart from which it is not a good move. People know IOOF and they are going to wonder who the hell is Insignia (some meaningless flashy benign moniker that could be anything other than a financial institution) and then move onto something they know - even AMP is a known brand. Could have used IOOF Financial. Saw something yesterday that Facebook is looking to rename itself also. And you may remember that the Mitsubishi Magna allowed it self to be renamed to the Mistsubishi 280 and then faded from existence - amongst a host of other examples.
