They put the company into a trading halt for longer than a short period of time when they are doing a private broker placement, and are ringing around to raise money.
Usually if it's just a retail only issue, it is put into a halt for only a short period of time.
My guess is there it is a placement. There could possibly be a retail component, but I think a placement is fairly certain.
