The way i read today's announcement is that the initial decree was incorrect in the fact that it had removed a third of ML area.
To pay the fee for the surface rights for the entire ML 13359, the current decree must first be renounced, followed by the correct ML, which would allow AVZ to then pay the fee for the entire surface rights.
This may be all sorted within a week or 2.
