Looks to me the DRC is trying to put pressure on AVZ to expededite an agreement across all their legal actions. They don't want to wait for full ICC tribunal and appeals processes. They will take years and the DRC may miss the boat in terms of capital investments and Li pricing/taxes/royalties.
So weakens AVZ negotiating position in its legal proceedings but at least it's a direction and now potentially a time based expectation on getting this resolved.
IMO, given the stuff up and corruption here they are best to get a buy out price from Zinjin.
