The message is very clear in the 2nd part of the decree, NO ML unless you put your house in order i.e work harmoniously between all parties.
I would say the the intention of the decree was a pre emptive move to oust Dathcom from Manono all together, irrespective of what has been done by the consortia.
A reasonable timeline will be officially given to Dathcom in due course to sort out the MESS, failure to comply to the request / instruction can only have one outcome for AVZ.
