The stated fact that we weren't involved in these discussions, were blindsided and need to understand the intent of the DRC authorities and are seeking legal advice says it all to me.

either this is a shot across the bow to get the Dathcom house in order and agree now on a path forward, or this is step 1 in removing the licence from Dathcom altogether to reassign it. Given the way this is worded about not having a harmonious relationship in Dathcom and that's blocked development of 13359, I'm sadly leaning towards the latter.
