All of the major analyst papers had modelled in fines of ~$1bn so the announcement of $1.03bn is not unexpected to the market and mostly already factored in to the price. Noting as well that the figure is quite specific, so a settlement is probably not too far away.
Would be interesting to see the details of the other write downs.
