That payroll issue has been disclosed previously. It is captured in the full list of items on page 4 of the announcement that this thread is based on.
In regards to the dividend, remember that current APRA guidance is for the banks to cap dividend payouts to 49% of stat profit. WBC calculated it's dividend right on the 49%. Given that NAB has already flagged a reduced stat profit, there won't be too much in the way of upside surprise on the dividend front
