I think you may be leaving out a calculation or two?
According to your CAPEX number ($1800 per m3), the $264m AUD plant would only produce water for 1 day? ($264m/150,000 m3/d).
The Ivory Coast plant is slated to be operational until at least 2035, so after a 2 year build time it will have a minimum life of 13 to 14 years.

€165,000,000 = approx $264,000,000 AUD
13 year minimum lifespan
365 day operation
150,000 m3/d

$264,000,000 / 13 = $20,308,000 (per year CAPEX).
$20,308,000 / 365 = $55,640 (per day CAPEX).

$55,640 / 150,000 m3/d = $0.37 (per 1000L/kilolitre).
$0.37 / 1000 = $0.00037 (per litre CAPEX costs at 100% utilization).

Add in OPEX (O&M + electricity) of say $20,308,000 AUD per year doubles the cost of the water.
So approx $0.74 AUD per kilolitre (or $0.00074 per litre).

This does not take into account the cost of building and maintaining the piping and pumping delivery network for local residents or any cost of finance or inflation.

Although the above is cost to the Ivory Coast government of a water treatment plant from a CAPEX and OPEX perspective, compare to the residential charge for water in Sydney at about $2.11 per kilolitre (on top of quarterly water service charges). So the cost of water from my numbers for this plant is lower (as it should be) in the Ivory Coast than in Sydney.
