given the MoU was signed late 2017, delays in a project of this scale and the number of parties involved is not surprising any more, especially during a global pandemic
There is a lot written about Ivory Coast water issues and a current World Bank funding project, see https://www.worldbank.org/en/news/press-release/2019/06/27/cote-divoire-receives-150-million-to-improve-water-supply-and-sanitation-services-in-12-secondary-cities. So there is commitment to address issues.
Given current payment due for the project, they are already 20% in, the hard part is done, the rest is executing.
