    Id agree thw rights issue will fail if the share price is not near 13c by 19th of feb. Buying 20percent more physical shares on market is worth more than the equivalent free options where you would still need to stump up 20c a share so no they are not actually equivalent and the better value is to buy on market than the capital raise.
