You don't need to stump up 20c for the options though.....You can sell them.
If you buy 100k shares at 11c you make 4k profit at 15c
If you buy 100k shares at 13c with a free option you will make ~ 35% more at 15c sp assuming the options are at 7c.
I think you are hoping the rights issue will fail but as OTP posted its unlikely as the excess can be applied for by non shareholders.
