• power brokers within Zim can take positions of investment that would otherwise be contested.
• protects Geo associates partners from unwanted takeover by creating an unknown investment quantity.
• allows Invictus to proceed with development operations unhindered, as per point above.
• has allowed Mukuyu to advance quite quickly, if a major stepped in early progression would possibly be held up, this would be an undesirable outcome for Zim achieving their power independence.

There’s possibly more, we could speculate all day as to the why, but there are benefits to holding it up, also remembering it has no effect on the Governments interest until production begins and content has been agreed upon already.
