I would assume things are slow just because its Africa. Don't be surprised they are running a paper based record system. Had some Greek friends relate their dealings with banks in Greece, waiting in long lines and being told they are in the wrong building queue etc as each person directed them elsewhere (it took them weeks and they had to do everything in person). Keep in mind Greece is part of the European union and they are being pushed to modernise by the rest of the union. In Namibia, PCL had to wait over half a year to get a contract extension rubber stamped by the minister of energy and mines simply because she was away on maternity leave. Speculation was rife that it was corruption and someone else was going to be awarded it just like people are starting to suggest here.

Things just take forever in Africa.
