100% - they need to be doing 3D seismic, flow testing and preparing for the next drill location all in tandem, cant just wait for the flow test and start on things after that - if they took that approach we'll probably be waiting 18+ months just to get the current planned work done. And hence they need the money to get all things things moving at the same time.
