This non-binding arrangement has no value till it gets converted to binding status. It appears this a prelude to CR for much needs funds. If IXR team walk the talk they must expedite efforts on funding from UK govt.
This is trend if one analyses recent CR, some news not price sensitive to investors but sensitive to IXR team for CR.
I have heard innumerable videos of Tim and team on assurances. It's time they deliver with speed and scale.
A project with so many advantages still out of choice for injecting funds from institutional investors.
