The two pronged approach (I.e. scheme requiring 75% approval with backup takeover bid only requiring 50.1% acceptance) suggests to me that J-Power don’t have Skip committed to either.
If Skip were going to accept, I’d also expect them to be vocal about it as they would prefer 27.5 cps rather than 27.0 cps. They longer Skip are silent, the more momentum the No voters gather.
